Chief Executive Officer
Karina A. Forrest‐Perkins joined People’s Center Clinics and Services in January as our new Chief Executive Officer. Ms. Forrest-Perkins is a national speaker and consultant on systems improvement, social determinants of health, and integrated health strategies. She most recently served as the Chief Executive Officer for Wayside Recovery Center, a women’s chemical dependency and co-occurring treatment center in the Twin Cities. Ms. Forrest-Perkins has served as a continuous quality improvement consultant for multiple national health systems; is the founder of an international consortium on behavioral health access and quality; and, has served as a federal government contractor on best practices for trauma responsive service environments. Karina is a member of the Cherokee Nation and has authored Congressional briefs regarding health disparities for indigenous communities. She is known for her work on historical trauma, early childhood development, and family focused best practices in co-occurring behavioral health care. She was selected as a 2017 Bush Foundation Leadership Fellow and is a champion for improved access to whole health integrated care environments.
Ms. Forrest-Perkins has a Master’s Degree in Human Relations from the University of Oklahoma and is pursuing her Master’s in Business Administration from Harvard Business School.

Dr. Bruce McCarthy
Chief clinical Officer
Dr. McCarthy is an internist who has served in a number of leadership roles to advance health care delivery in innovative ways, centered around putting the patient’s and family’s needs first. He recently served as President, Physician Division for Columbia St. Mary’s in Milwaukee since 2010. Prior to that, he held the role of Chief Medical Officer at Allina Medical Clinic in Minnesota. Additionally, he has served in several clinical leadership roles at Henry Ford Medical Group along with an academic appointment as Assistant Professor of Medicine at Tufts Medical Center in Boston, Massachusetts.
A native of Detroit Michigan, Dr. McCarthy received his medical degree from the University of Michigan Medical School in Ann Arbor, Michigan. He completed an internal medicine residency in Boston at Tufts Medical Center and a fellowship in general internal medicine at Boston University where he also earned a master’s degree in Public Health. He is the author of numerous scholarly publications and has been Principal Investigator or Co-Investigator on several externally-funded research projects.
Sara Theophilos, MA

Sara Theophilos is the Chief HR Officer and COO of People’s Center Clinics & Services. In her role, Sara oversees the day to day operations of the organization including Facilities, Compliance, and Human Resources. Sara has worked for small and large companies including Fortune 500 companies and brings over 15 years of experience in Human Resources Management and Operations. She has MA in Organizational Leadership from St. Mary’s University of Minnesota and a BS in Chemistry from the College of the Ozarks.
Dr. Raul Noriega, MPH-PHI
Director of Billing and Health Information Technology
Raul has been working with community health centers in the Twin Cities since 2004, and brings with him extensive experience in operations, management, analysis and technology, as well as a solid grounding in medicine. Raul grew up in California and studied medicine at the University of Guadalajara in Mexico, graduating in 1999. He worked as a Family Practice Physician for four years in Guadalajara, before moving back to the USA. His passion for community medicine and working with immigrant and underserved populations led him to work with Federally Qualified Health Centers in the Twin Cities, where he has served in a number of senior positions including Medical Operations Director and Chief Operating Officer. Raul has a Master of Public Health with a major in Public Health Informatics from the University of Minnesota.
Naomi Thomas, RN
Director of Clinical Operations
In her role, Naomi will oversees the day to day operations of all of PCCS clinics. Naomi is a Registered Nurse with 14 years of management experience in home care, hospital administration, surgical services and ambulatory care. She came from Apple Valley Medical Clinic where she worked as the Family Practice Nurse Manager. Previous to joining Apple Valley Medical Clinic, Naomi worked as a Patient Care Manger of Surgical Services for Mayo Clinic Health System. She is currently working towards her Doctorate of Nursing Practice (DNP) degree in Health Innovation and Leadership at the University of Minnesota.
Dental Clinic Supervisor
Noel has more than 22 years of experience in dentistry and has been with People’s Center since they acquired Family Dental Care in October 2010. Noel brings a wealth of experience, having held a variety of positions within dental clinics, including managing the implementation of a billing system and coordinating schools externship programs. Just prior to her role at People’s Center, she held a Scheduling Manager position at Park Dental for six years. She was promoted as our Dental Clinic Supervisor in the spring of 2015 and now oversees the day to day operation of the clinic
Bobbi-Jo Moujid, LICSW
Behavioral Health Program Manager
Bobbi-Jo has over 15 years of experience working with diverse populations of various racial, ethnic, socioeconomic and cultural backgrounds who struggle with serious persistent mental illness. She has extensive training in Cognitive-Behavioral Therapy (CBT), Dialectical Behavioral Therapy (DBT), Mindfulness, and EMDR. Bobbi-Jo has been responsible for designing and implementing mental health departments and clinical supervision of students and staff. Bobbi-Jo is an LPC and LPCC certified clinical supervisor for the Minnesota Board of Behavioral Health and Therapy. She holds a Masters degree in Social Work and a Bachelor’s degree in Psychology, Social Work and Multicultural studies from the University of Minnesota.
Dr. Jokho Farah
Director of Quality and Population Health
Dr. Jokho Farah has over eight years experience in healthcare management, policy and public health. She trained as a general surgeon but developed a passion for primary care and quality improvement. Dr. Farah is responsible for developing, implementing and evaluating strategic initiatives focused on eliminating health disparities and improving population health. Using data analytics and predictive modeling capabilities, she establishes integrated approaches to care management that support the alignment and integration of services across the continuum of care for priority populations.
Before joining People's Center, Dr. Farah spent three years working with another safety net clinic, initially managing the Clinical Quality Improvement Program, and then as Director of Quality Assurance and Compliance. Prior to that, she spent time actively involved in international health, medical missions and humanitarian work in Dubai and Tunisia
Dr. Farah also sits on several committees such as the Twin Cities Board of American Heart Association, Minnesota Department of Health's Somali Public Health Advisors Committee , Minnesota Department of Health's Health Equity Advisory and Leadership (HEAL) Council.
